세계 최대 해양 보호 구역 중 하나가 되도록 추진

지난 주, 정부는 다음 해에 Kermadec 지역에 620,000 km2 크기의 해양 보호 구역을 지정 할 것이라고 발표 했습니다.

이 곳은 세계에서 가장 큰 해양 보호 구역 중 하나가 될 것입니다.

Bay of Plenty와 Tonga의 중간 지점이자, 뉴질랜드의 북동쪽 1,000 km 지점에 위치하였으며, Kermadec 제도는 지구에서 가장 오염되지 않은 해양 환경과, 다양성을 갖춘 지역 중 하나입니다.

이 곳이 지정 된다면, Kermadec 해양 보호 구역은 뉴질랜드의 두배 크기와, 우리의 가장 큰 국립 공원의 50배 정도 크기의 해양 보호 구역이 될 것입니다.

이 곳은 정말 특별한 지역이며, 우리는 지키고 싶습니다. 

해양 보호 구역을 지정함으로 인해, 기존해 있었던 보호법을 더 강화 시켜 어떠한 어로 행위나 채굴 작업이 금지될 것이며- 이 조치는 여러 보존 기관들에게 환영을 받았습니다. 

이 새로운 해양 보호 구역은, 바다새, 고래와 돌고래, 멸종 위기의 거북이, 그리고 수천 종의 물고기 및 기타 해양 생물들의 서식지를 보존할 것입니다. 

이 곳은 또한 세계에서 가장 긴 해저 화산과, 에베레스트 산의 높이보다 깊고 세계에서 두 번째로 깊은 10 km의 케르마데크 해구 또한 보호할 것입니다. 

뉴질랜드 국민으로써 우리는 우리의 문화와 경제, 그리고 환경의 중요한 일부부인 해변과 바다를 가치있게 여깁니다. 

이번 발표는 Kermadec 제도 일대가 미래 세대를 위해 손상 되지 않는 해양 환경으로 보장 되고, 보호 되는 것에 대한 우리의 헌신을 보여 줍니다.   

지난 주에 뉴욕에서 열린 유엔 총회의 주요 테마는 ‘지속 가능 발전’이었으며, 저는 총회에 참석하여 이번 발표를 하였습니다. 

뉴욕에 있는 동안, 저는 그 곳에 참석한 스리랑카, 몰타, 네덜란드, 그리고 태평양에서 온 다른 세계 지도자들과 함께 여러번의 공식적, 그리고 비공식적 회의를 가졌습니다. 

지난 주, 몇 가지 중요한 방안들이 시행되었으며, 거기엔 사람들이 이익을 위해 재산을 팔고 구입할 때에 세금을 알맞게 지불하는 것에 대한 새로운 법이 포함 되었습니다.

새로운 법은 주거 땅의 매매에만 적용 되며, 해외 구매자들 및 2년 안에 주택을 사고 파는 모든 구매자들이 자신의 수입에 따른 세금을 내도록 규정 되었습니다. 

이 것은 오클랜드의 주택 시장의 과열을 가라 앉히기 위한 조치입니다. 

Creating one of the world’s largest ocean sanctuaries

Last week the Government announced we are creating a 620,000 km2 ocean sanctuary in the Kermadec region next year.

This will be one of the world’s largest fully protected ocean sanctuaries. 

Situated 1,000 kilometres northeast of New Zealand, around halfway between the Bay of Plenty and Tonga, the Kermadecs are one of the most pristine and unique environments on earth. 

When established, the Kermadec Ocean Sanctuary will cover an area twice the size of New Zealand and 50 times the size of our largest national park. 

It truly is a special place and we want to keep it that way.

Establishing the sanctuary will add to the protections already in place and create a no-take, fully-protected zone preventing all fishing and mining in the area - a move that has been applauded by several conservation organisations.

This new sanctuary will preserve the habitats of a huge range of seabirds, whales and dolphins, endangered turtles and thousands of species of fish and other marine life.

It will also protect the world’s longest chain of submerged volcanoes and the second deepest ocean trench with a depth of 10 kilometres, deeper than Mount Everest is tall. 

As New Zealanders we value our coasts and oceans, as they play an important part of our culture, economy, and environment. 

This announcement demonstrates our commitment to ensuring the Kermadecs remain a world-class, unspoiled marine environment that is protected for future generations.

I made this announcement while I was at the United Nations General Assembly in New York last week, where sustainable development was a key theme. 

While in New York, I also held a number of formal and informal meetings with some of the other world leaders at the event, including leaders from Sri Lanka, Malta, the Netherlands and the Pacific.

Last week, some important measures also took effect including a new law that ensures people buying and selling property for profit pay their fair share of tax. 

The new law, which only applies to the sale of residential land, makes clear all property buyers, including overseas buyers, who buy and sell a residential property within two years, will be taxed on their gains.

This move is designed to help take some heat out of the Auckland housing market.
