지난 주 국회에서 있었던 연설에서 저는 국민당 정부의 바쁜 올해 계획을 발표 했습니다. 우리의 우선 순위 중 하나는 당연히 보건 입니다.국민당 정부는 보건에 이전보다 많이 투자하고 있으며, 그 투자로 인해 뉴질랜드 국민들과 그들의 가정을 위해 더 나은 결과를 내고 있습니다. 

지난 주 발표된 최근 자료에 의하면, 13세 미만 어린이 무료 진료 계획으로 인해 가족들이 더 쉽게 아이들이 필요한 치료를 받을 수 있게 되었습니다.2015년 7월 1일부터 뉴질랜드의 13세 미만 어린이들은 무료 일반의 방문과 무료 처방전을 받을 수 있게 되었습니다. 이 계획의 첫 3개월 동안, 일반의 방문을 한 13세 미만 어린이의 비율이 전 해와 비교했을 때 23%나 높았습니다. 

전국적으로 대부분의 일반 진료는 13세 미만 어린이에게 무료로 제공되고 있습니다. 즉, 전국적으로 78만명의 어린이들이 이 계획을 통해 혜택을 제공 받고 있다는 뜻입니다.더 많은 어린이들이 올해 학교를 처음 다니기 시작하면서, 초등학교 입학 전 무료 건강검진 (B4 School Check)은 또 다른 계획으로 2015/16년에 좋은 결과를 보이고 있으며, 이미 지난해 보다 앞서가는 결과를 나타내고 있습니다. 

2014/15년도에 이 프로그램은 92%의 성과를 나타냈으며 – 전국적으로58,000명 이상의 어린이들이 혜택을 받았습니다. 이것은 2008년도에 처음 이 프로그램이 도입된 후 가장 높은 수치 입니다.

초등학교 입학 전 무료 건강검진은 여러 사회 보건 서비스들을 통해 무료로 제공받게 되며, 청각, 시각, 키, 몸무게 그리고  구강검사 뿐만 아니라, 종합 건강과 개발 설문을 제공 받게 됩니다. 

국민당 정부는 아이들이 삶의 최고의 시작을 하는 것에 헌신하고 있으며, 학기가 시작한 이 시점에 아이들의 건강에 필요한 것들이 채워질 수 있도록 열심을 다할 것입니다. 보건과 같은 더 나은 공공 서비스는 정부의 세심한 장부 관리와, 투자를 격려하고, 뉴질랜드 국민들을 위해 더 많은 일자리와 높은 임금을 이루어내는 강한 경제로부터 시작됩니다. 

이를 뒷받침 하듯, 최근 발표된 통계는 긍정적이었습니다. 통계에 의하면, 뉴질랜드의 실업률이 5.3%로 하락 했으며, 이는 7년 만에 최저 수준입니다. 더 나아가, 2015년 마지막 3개월 동안 21,000개의 새로운 직업이 창출 되었으며, 지난 3년간 175,000개의 직업이 새로이 창출 되었습니다. 이 모든 것은 우리 경제 활동이 제대로 이루어지고 있다는 걸 증명하는 것이며, 우리의 경제적 프로그램은 고용주들에게 투자와 일자리 성장에 대한 자신감을 제공하고 있습니다.

During my opening statement to Parliament last week, I outlined a busy work agenda for the National-led Government in 2016. One area that remains an absolute priority is health.The National-led Government is investing more than ever before into health and getting better results for New Zealanders and their families from that investment. 

This was demonstrated last week when we released new data that showed our free doctors’ visits for children aged under 13 initiative is making it easier for families to get the care their children need.On 1 July 2015, all New Zealand children aged under 13 became eligible to access free GP visits, as well as free prescriptions. 

In the first three months of the scheme, the rate of children under-13 visiting their GP was 23 per cent higher when compared to the same quarter the previous year. Nearly all general practices across the country are now offering free doctors’ visits for children under 13. This means around 780,000 children are benefiting from this initiative.With more children starting school for the first time this year, the Government’s B4 School Checks is another initiative also seeing great results with figures for 2015/16 already tracking ahead of the previous year. 

In 2014/15 the programme reached a record 92 per cent – that’s over 58,000 pre-schoolers across the country – the highest rate since the programme began back in 2008.The B4 School Check is provided free through a range of community health services and includes hearing, eyesight, height, weight, and oral health assessments, as well as comprehensive health and development questionnaires.

This National-led Government is committed to giving children the best start to life, and as the school year begins we are working hard to ensure the health needs of our children are being met. Delivering better public services, like health, is only possible through our careful management of the Government’s books and building a strong economy that encourages investment and creates more jobs and higher wages for New Zealanders.

That’s why it was great to see latest figures show that unemployment in New Zealand has fallen to 5.3 per cent, the lowest rate in seven years.An additional 21,000 jobs were created in the last three months of 2015 and 175,000 additional jobs have been created over the past three years.This confirms our economy is performing well and our economic programme is helping provide employers with the confidence to invest and grow jobs.
