뉴질랜드의 주역, 청년들을 일터로

저는 뉴질랜드 전역을 여행하면서 많은 재능 있는 젊은이들을 만납니다. 그럴 때마다 그들의 꿈과 의지에 감동하면서 뉴질랜드의 미래가 밝다는 확신을 갖게 됩니다.

하지만 모든 젊은이들이 일찌감치 자신의 확고한 경력을 쌓는 데 필요한 기술과 자신감을 갖추었다고는 생각하지 않습니다. 일부는 도움을 필요로 하고, 다른 일부는 좌절을 경험하면서 자신감을 잃기도 합니다.
정부와 여당이 더 많은 일자리를 만들기 위해 노력하는 것은 바로 이들을 돕기 위해서입니다. 특히 젊은이들이 기술력을 향상하고 현장실습 등 경험을 축적할 수 있도록 최선의 노력을 다하고 있습니다.

지난해 1월 청년 실업수당 신청자는 총 2만3천5백 명이었습니다. 최근에는 1만7000명까지 그 수가 감소했습니다. 저는 정부가 운영중인 프로그램이 젊은이들에게 도움이 되어 매우 기쁘게 생각합니다.
하지만 아직도 갈 길은 멀어 보입니다. 우리 젊은이들이 직업을 찾는 데 어려움을 겪고, 능력을 발휘하지 못해 자신감을 잃는 것을 보고만 있을 수는 없기 때문입니다.

‘예산 2011’에서 정부와 여당은 청년 고용촉진을 위해 4년 동안 5천520만 달러의 예산을 책정했습니다. 앞으로 수 년간 16~24세의 5천5백 명이 혜택을 받을 수 있을 것으로 기대됩니다.
3개의 프로그램으로 구성된 ‘청년 취업 패키지’(Youth Employment Package)는 ‘취업훈련 프로그램’(Job Ops)과 ‘커뮤니티 고용지원 프로그램’(Community Max programme)을 기반으로 하고 있습니다.
‘취업훈련 프로그램’은 자격증이 없거나 낮은 수준의 기술 자격증을 가진 16~24세의 젊은이들에게 취업훈련의 기회를 제공합니다. 또 고용주로 하여금 젊은이들에게 6개월 동안 입문단계의 기술을 가르치도록 장려하고 있습니다. 취업훈련 프로그램을 마친 청년들 가운데 89%가 실업수당을 더 이상 신청하지 않을 만큼 취업훈련 프로그램이 성공적으로 정착하고 있습니다.

‘한시적 군(軍) 자원복무 프로그램’(Limited Service Volunteer. LSV)은 또 다른 성공적인 청년취업 정책의 하나로, 정부는 올해 이와 관련한 예산을 확대 편성했습니다. 뉴질랜드 공군이 실시하는 6주간의 군대 체험 프로그램인 LSV는 자신감이 부족한 18~24세의 젊은이들을 겨냥한 것입니다. LSV를 통해 젊은이들은 의사소통과 재무관리는 물론이고 체중관리에 이르기까지 다양한 범주의 기술을 습득할 수 있습니다. 지난 2년 동안 약 2천8백 명이 LSV 프로그램을 이수했습니다.

젊은이들이 미래의 성공을 위해 자신의 역량을 개발해 나가는 모습을 지켜보는 것은 참으로 기쁜 일입니다. 국민당은 우리의 청년들이 기술과 지식을 축적해 뉴질랜드의 밝은 미래를 창조할 수 있도록 최선을 다해 지원할 계획입니다.

I get to meet many talented young people as I travel around New Zealand.  I’m always impressed by their motivation and the ambition they have for themselves.  They make me optimistic for New Zealand’s future.

But I know that not everyone has the skills and confidence to build a solid career from a young age. Some need a helping hand and those who do get knocked back can quickly lose confidence.  That’s why boosting youth employment and giving our young people a chance to up-skill, get crucial work experience or their first job, is an important priority for National.

In January last year, 23,500 young people were on an unemployment benefit.  This has recently dropped to 17,000. I’m pleased that our programmes are helping.  But we have a long way to go. Noone wants to see a young person struggling to find work and losing confidence in their own abilities.

In Budget 2011, we announced a $55.2 million boost to youth employment programmes over four years.  This investment alone will help 5500 young people aged 16 to 24 next year, and more in years to come.

National’s three-part Youth Employment Package builds on the successful Job Ops and Community Max programmes.  Job Ops and Skills for Growth target unskilled 16- to 24-year-olds with low or no qualifications, and encourage employers to take these young people on for six months in an entry-level role, with a training component.  Of the participants who complete the Job Ops programme, 89 per cent do not go back onto a benefit.

Limited Service Volunteers is another successful programme we extended in this year’s Budget.  The six-week residential programme, delivered by the New Zealand Defence Force is aimed at 18- to 24-year-olds who lack confidence.  LSV helps young people with a range of skills, from communication and budgeting to helping improve their overall fitness.  During the past two years, about 2800 young people have completed the LSV programme.

It’s great to see young people developing skills that will help them succeed.  National will continue working hard to help boost the skills and knowledge of our young people so they can build a brighter future here in New Zealand.
