국민당 정부는 지속적으로 뉴질랜드 국민들의 삶을 향상시키는 더 나은 공공 서비스를 제공하는 것에 최고 우선순위를 둘 것입니다. 매년 $70 billion 이상의 세금을 사용하는 것에 더 나은 결과를 얻기 위해 정부는 2012년도에 공공 서비스를 위한 10가지 도전적인 목표를 설정 했습니다
지난주 발표 된 자료에 의하면 우리는 목표를 향해 좋은 진전을 보이고 있으며, 우리의 공공 서비스가 계속해서 향상하는 것이 다행이라고 생각합니다. 이런 목표는 장관들과 정부 기관들이 책임감을 가지게 하며, 복지 의존성 감소, 취약 아동 지원, 기술과 일자리 활성화, 범죄 감소, 그리고 정부와의 소통이 개선 되도록 도와 줍니다. 교육에 있어서는 NCEA 레벨2를 성취하는 18세 학생들의 비율이 현저히 증가 했습니다. NCEA 레벨2를 성취하는 학생들의 비율이 2011년도부터 74%에서 84.4%로 상승 했습니다. 아직 2년이 남아 있는 가운데, 2017년도까지 85%를 이룰 것을 목표로 한 정부의 계획에 조금 모자랍니다.
삶의 가장 좋은 시작을 할 수 있는 아이들의 숫자 또한 조기 아동 교육을 통해 꾸준히 상승하고 있습니다.
건 부분에서는 93.7%의 8개월 영아가 모든 예방접종을 마쳤을만큼 영유아의 예방 접종률이 지속적으로 증가하고 있으며, 이 말은 더 많은 아이들이 치명적인 질병으로부터 보호된 다는 뜻입니다. 또한, 류마티스성열의 발병으로 인해 병원에 입원하는 사람들의 비율이 45%나 감소 되었습니다.
법과 질서에서는 전체 범죄, 폭력 범죄, 그리고 청소년 범죄가 17%, 10%, 그리고 39%로 각각 감소 되었습니다. 우리는 현재 1978년도 이후 가장 낮은 범죄율을 기록하고 있습니다.작년에 새롭고 야심찬 목표를 세운 이후, 복지 의존성이 지속적으로 감소 되었으며, 지난 해에 복지 혜택을 받은 사람들의 수가 7,245명이 감소 되었습니다.
이것은 편모 편부들이 직업을 가지며, 독립적인 생활을 한다는 뜻이기에 좋은 소식입니다. 최근 통계에 의하면 국민당 정부의 노력으로 인해 복지 시스템의 미래 수명 비용이 지난 4년간 $12 billion이 감소 되었습니다.또 다른 좋은 소식으로는, 2012년도에 정부 서비스 중 29.9%를 차지하고 있었던 전자정부서비스가, 현재 거의 53%를 기록하고 있습니다.
우리는 항상 이런 목표들이 성취하기 어렵고 도전적일 것이라고 얘기했지만, 우리는 지속적으로 우리가 얼만큼 투자하냐가 아닌, 뉴질랜드 가정들에게 좋은 결과를 내는 것으로 우리의 성공여부를 가늠할 것입니다.
뉴질랜드의 수천명의 공공 서비스 종사하는 사람들의 노력과 의지가 아니었으면 이런 결과는 이룰 수 없었을 것을 장담 합니다. 우리의 도전은 이제 이런 진행들을 이어가며, 지속적으로 뉴질랜드 국민들과 그들의 가정에 중요한 사안들을 위해 집중적으로 노력하는 것입니다.
Delivering better public services that improve the lives of New Zealanders continues to be one of the National-led Government’s top priorities.In 2012, I set 10 challenging targets for the public service to get better results for the more than $70 billion of taxpayer dollars we spend each year.
Last week, we released the latest update showing we are making good progress against these targets, and I’m pleased our public services are continuing to improve. These targets are about keeping Ministers and government agencies accountable and are helping to reduce long-term welfare dependency, support vulnerable children, boost skills and employment, reduce crime, and improve interactions with Government.
In education, we are seeing significantly more 18-year-olds achieving NCEA Level 2. Since 2011 the percentage of young people achieving NCEA Level 2 has jumped from 74 per cent to 84.4 per cent, just short of our target of 85 per cent by 2017, with two years still to go.
The number of children getting the best possible start in life through participation in early childhood education is also growing at a steady pace. In health, immunisation rates are continuing to grow, with 93.7 per cent of 8-month-olds now fully vaccinated, which means more babies are being protected from potentially fatal illnesses. There’s also been a 45 per cent drop in the number of people being hospitalised with rheumatic fever. In law and order, total crime, violent crime and youth crime have dropped 17 per cent, 10 per cent and 39 per cent respectively. We now have the lowest crime rate since 1978.After setting a new, ambitious target last year, benefit dependency has continued to drop, with 7,245 fewer benefit recipients in the past year.
This is good news because it means sole parents are getting into the workforce and gaining independence. These latest figures also show the welfare system’s future lifetime cost has reduced by $12 billion over the past four years as a result of the National-led Government’s efforts. The majority of New Zealanders' most common transactions with government are now occurring digitally. Almost 53 per cent of government service transactions are now completed digitally, up from 29.9 per cent in 2012.
We’ve always said some of these targets are challenging and going to be difficult to achieve, but we’re determined to continue measuring success by the results for New Zealand families, not by how much money we spend.Without doubt, we wouldn’t be seeing these kinds of results without the hard work and dedication from hundreds of thousands of public servants across New Zealand.
Our challenge now is to keep this progress going as we continue to focus on making strides on important things that matter to New Zealanders and their families.
