우리 정부는 뉴질랜드가 직면하고 있는 큰 사안들을 다루기 위한 책임감이 있다고 생각합니다.
다른 부분들과 더불어, 정부는 올 초 몇개월 동안 더 나은 정책, 수질 개선, 다국적 기업의 납세 의무 강화, 그리고 추가적인 150개의 도시에 광대역 설치 등에 대한 중요한 발표들을 했습니다.
지난주, 정부는 뉴질랜드가 직면하고 있는 가장 크고 장기적인 문제를 다루었습니다: 상승하는 뉴질랜드의 노령연금 비용입니다. 저는 뉴질랜드의 노령연금 수급 연령을 점차적으로 65세에서 67세로 증가시키며, 이 정책이 2037년 도부터 시작될 것이라고 발표했습니다.
이러한 결정의 배경은 충분히 이해가 되며, 수년 간 논의된 부분입니다.
뉴질랜드 국민들의 기대 수명은 지난 60년 동안 추가적으로 12년 증가했습니다.
우리는 더 건강하고, 더 오래 살고 있습니다. 뉴질랜드 노령연금의 장기적 설정을 상향 조정하며, 국민들에게 적응할 시간을 주는 것은 올바른 일을 하는 것입니다.
현재 노령연금에 사용되는 비용은 감당할 수 있습니다- 하지만 이것은 차기 정부들이 다른 부문의 지출에 제약을 가한다면 지속가능한 일입니다. 그렇지만 우리는 세금 증가나, 보건 및 교육과 같은 부문의 지출을 줄이도록 강요당하고 싶지 않습니다.
이 정부는 나이가 많은 뉴질랜드 국민들을 지원하는 것에 있어서 뛰어난 실적을 가지고 있습니다. 2008년 이후 물가 상승률이 14% 증가한 가운데, 노령연금 주당 수급이 세금 공제 후 35%가 증가되었습니다.
점차적으로 노령연금 연령을 증가시키는 것은 노령연금의 비용과 혜택을 세대간 공평하게 적용하며, 이 제도가 미래에도 감당 가능하게 하며, 사람들에게 적응할 시간을 주는 것입니다.
또한 정부는 뉴질랜드 노령연금의 연령제한을 높히는 것과 동시에, 참전용사 연금과 슈퍼골드 카드의 연령 또한 증가시킬 것입니다.
하지만 노후준비청의 권고에 따라 키위세이버 자금을 이용할 수 있는 연령은 65세로 유지할 것입니다.
정부가 발표한 이러한 변화들로 인해 뉴질랜드는 노령연금 연령을 67세로 상향 조정하는 호주, 영국, 덴마크, 독일, 그리고 미국과 같은 다른 국가들과 어깨를 나란히 하게 될것입니다. 이 정책으로 인해 매년 대략 $4 billion을 절약하게 될 것이며, 내년을 위해 제정될 것입니다.
현재 경제가 잘 성장하고 있으며, 정부 예산은 흑자를 기록하고 있는 가운데, 뉴질랜드의 미래를 위해 올바른 환경을 만드는 것에 적절한 시기입니다.
노후준비청이 말했듯이, 우리가 이 결정을 미루면 미룰수록, 뉴질랜드 국민들에게 더 어려워질 것입니다. 정부는 이번 정책이 세대간 올바른 균형을 이루며, 뉴질랜드의 미래를 위한 옳은 일이라고 믿습니다.
This is a Government that believes it has a responsibility to tackle the big issues facing New Zealand.
Amongst other things, in the first couple of months this year we have made significant announcements about investing in better policing, improving fresh water quality, tightening up on the tax obligations of multinational corporations and rolling out ultrafast broadband to another 150 towns.
Last week, we tackled one of the bigger long-term issues our country is facing: the rising costs of New Zealand superannuation. I announced our intention to progressively raise the age of eligibility for New Zealand superannuation from 65 to 67, beginning in 2037.
The background to this decision is widely understood and has been discussed for years.
New Zealanders’ life expectancy has increased by 12 years in the last 60 years.
We are healthier, and we are living longer. Adjusting the long-term settings of New Zealand superannuation while there is time for people to adapt is the right thing to do.
Current levels of spending on superannuation are affordable - but only if future Governments constrain spending in other areas. However, we don’t want to be forced to cut spending in healthcare and education, or to have to put up taxes.
This Government has a strong track record of supporting older New Zealanders. Since 2008 weekly payments to superannuitants have increased by 35 per cent after tax while inflation has increased by 14 per cent.
Gradually increasing the age of eligibility will more fairly spread the costs and benefits of NZ Super between generations, ensure the scheme remains affordable into the future, and give people time to adjust.
At the same time as we increase the age of eligibility for NZ Super, we’ll also increase the age of eligibility for the Veteran’s Pension and the SuperGold Card.
However, in line with a recommendation from the Retirement Commissioner, the age at which people can access their KiwiSaver funds will remain 65.
The changes we’ve announced will bring New Zealand into line with other countries like Australia, the United Kingdom, Denmark, Germany, and the United States, which are all moving to the age of 67. They will initially save about $4 billion a year and will be legislated for next year.
Now that the economy is growing well and the Government’s books are in surplus, it’s time to ensure we have the right settings for the future.
As the Retirement Commissioner has said, the longer we leave this decision, the tougher it will be for New Zealanders. We believe this policy achieves the right balance between generations, and is the right thing for the future of our country.
