이제 이주 후면 예산안이 발표가 되는 가운데, 장관들과 저는 전국적으로 철두철미한 의사결정과정에 기반한 사전예산 발표를 했습니다.
2017 예산안은 뉴질랜드의 미래를 위한 정부의 견고한 계획의 다음 단계를 제시할 것입니다. 이번 예산안은 다른 국가들은 가지지 않았지만, 지난 몇년 간 국민당 정부가 이룬 성과들로 인해 우리에게 주어진 선택들 위해 세워질 것입니다.
그것은 우리로 하여금 성장하는 경제 및 공공 서비스에 투자할 수 있게 할 것이며, 동시에 정부 부채를 감소시켜, 뉴질랜드 가정들을 더 잘 지원할 것입니다.
가장 최근 발표된 사전예산 중 하나는 Jonathan Coleman 보건부 장관이 발표했으며, 장관은 정부가 지원하는 제약회사 Pharmac이 향후 4년 간 추가적으로 $60 million을 지원 받을 것이라고 발표했습니다. 거기엔 내년에 $20 million의 투자가 포함되어 있으며, 그로 인해 3만 3천 명의 시민들이 새로운 의약품에 접근할 수 있게 될 것입니다.
Pharmac은 더 많은 뉴질랜드 국민들을 위해, 고정된 예산 안에서 최고의 건강 혜택을 얻을 수 있도록 노력합니다.
Pharmac의 2017/18 예산은 최고 금액인 $870 million를 기록할 것입니다- 이 말은 정부가 2008년 도부터 Pharmac의 예산을 $220 million 증가시켰다는 뜻이며, 이것은 Pharmac에 새로운 의약품을 개발할 수 있는 더 많은 옵션을 주었습니다. 정부의 증가하는 투자는 때론 생명을 살릴 것이며; 때론 국민들의 삶의 질을 대폭적으로 개선할 것입니다.

당연히 5월 25일 예산안 전까지 추가적인 발표들이 있을 것입니다. 국민들에게는 그 발표들이 어떤 의미인지에 대해 계속해서 최신 정보들을 알려드리길 원합니다.
현재 제가 국민들께 드릴 수 있는 말은, 이러한 발표들은 성장을 제공하는 강한 경제 계획에서 오는 혜택들을 강조해서 보여줄 것입니다.
뉴질랜드랑 비슷한 몇몇의 국가들이 어떤 프로그램들을 절감해야 될지에 대한 어려운 결정을 내려야 하는 가운데, 우리는 국민들의 삶에 변화를 가져다 주는 현명하게 결정한 새로운 시책들을 지원할 수 있는 행복한 위치에 있습니다.
그러나, 정부는 강한 경제의 혜택을 배분하는 것 뿐만이 아니라, 지속적으로 강한 경제를 제공할 수 있도록 초점을 맞춰야 됩니다. 우리가 이러한 기회들을 놓친다면, 이 기회들을 금방 사라질 것입니다.
국민당 정부는 이러한 집중력을 가지고 있으며, 2017 예산안은 강한 경제가 가져다 주는 선택들이 주어질 때, 저희가 무엇을 할 수 있는지를 보여줄 것입니다.
National-led Government’s strong plan for New Zealand’s future
It’s just under two weeks until the Budget, and Ministers and I have been around the country making a series of pre-Budget announcements based on a pretty intensive decision-making process.
Budget 2017 will set out the next stage of our strong plan for New Zealand’s future. It builds on the considerable gains we have made over the past few years which have now given us choices other countries simply don’t have.
It’s going to allow us to invest in a growing economy and in our public services, while reducing Government debt and better supporting New Zealand families.
One of the most recent pre-Budget announcements was from Health Minister Jonathan Coleman who announced that Government drug-funding agency Pharmac will receive an extra $60 million over the next four years. This will include $20 million in the coming year, providing around 33,000 people with access to new medicines.
Pharmac works within a fixed budget and looks for the best health gains for the greatest number of New Zealanders.
Pharmac’s budget for 2017/18 will be a record $870 million - this means the Government has increased Pharmac’s budget by $220 million since 2008, giving Pharmac more options to fund new medicines. Our growing investment will in some cases save lives; in others it will dramatically improve people’s quality of life.
Other announcements we have made ahead of Budget 2017 include just over $500 million to fund an extra 1125 police staff over the next four years; $321 million for social investment initiatives to help our most vulnerable; and an extra $11 billion for infrastructure - taking total infrastructure investment over the next four years to $23 billion.
Of course, there will be further announcements in the days leading up to the Budget on May 25. I look forward to keeping you up to date with what they mean for you.
What I can tell you now though is that these announcements will highlight the benefits of a strong economic plan that delivers growth.
While some similar countries are having to make hard decisions about which programmes to cut, we’re in the happy position of being able to fund well thought-through new initiatives that make a difference to people’s lives.
However, we need to stay focused on delivering a strong economy, not just on sharing the dividends of it. If we let ourselves slip back these opportunities will disappear pretty quickly.
