지난 달 Steven Joyce 재무부 장관이 2017 예산안을 발표한 이 후, 저는 예산안이 뉴질랜드 국민들과 그 가정에 무엇을 의미하는지에 대해 많은 대화를 나누었습니다.
그들이 제게 말해준 것은, 이 예산안은 특히나 가족 소득 부문의 변화는 그들의 일상 생활에 실질적인 변화를 가져다 줄 것이라고 했습니다. 이러한 대화는 제가 왜 정치를 하게 되었는지- 또한 왜 국민당 정부가 몇몇 어려운 상황에도 불구하고 뉴질랜드 경제를 성장시키고, 강화시키기 위해 최선을 다했는지를 떠오르게 했습니다.
안정적인 경제의 핵심은 뉴질랜드 국민들을 위해 더 많은 번영과 안전을 제공하는 것입니다. 2017 예산안이 그러한 역할을 합니다.
2017 예산안은 여러 방면으로 그러한 역할을 합니다. 공공 서비스 개선, 성장하는 경제에 필요한 기반 시설을 위한 기록적인 투자, 그리고 가족 소득을 높힘으로 인해 경제 성장의 혜택을 공유합니다. 이 모든 것과 동시에 탄력 있는 국가로 유지하기 위해 부채 감소를 이루어갑니다.
이번 예산안은 보건과 같은 뉴질랜드 국민들이 의지하는 핵심 서비스에 투자합니다. 2017 예산안은 향후 4년 간 보건에 $3.9 billion을 추가적으로 투자하며, 이로 인해 보건 투자가 총 $16.8 billion 기록하게 되었습니다. 이번의 추가적인 투자는 여러가지 새로운 시책들을 제공할 뿐만 아니라, 인구 성장의 비용 압박을 완화할 것입니다.

우리의 경력있는 복지사들은 최소 15%부터 최대 50%까지의 임금 인상을 받게 될 것이며, 대부분 주당 적어도 $100을 추가적으로 받게 될 것입니다. 그리고 국가 대장암 검진 프로그램이 완전히 도입된 이후, 만60세에서 만74세인 67만 명의 뉴질랜드 국민들이 검진을 받을 수 있게 될 것입니다.
또 다른 주요 투자 부문은 교육입니다. 2017 예산안은 2008년 도에 국민당이 정부로 들어선 이 후, 교육에 가장 많은 투자를 하는 것이며, 향후 4년 간 새로운 운영 자금으로 $1.1 billion이 추가적으로 지원될 것입니다. 이번의 추가 자금으로 인해 교육 부문의 투자가 기록적인 투자 금액을 이루며- 전국적으로 더 많은 어린이들이 그들의 삶에서 가장 최고의 시작을 할 수 있도록 지원합니다.
제가 오늘 언급한 부분들은 2017 예산안의 몇몇 핵심 부문에 불과합니다. 여러분들이 아시다시피, 저희는 전국적으로 880명의 정규 경찰관을 포함한 1125명의 추가적인 경찰 직원 배치와 같은 핵심적인 공공 서비스에 중요한 투자를 이루었습니다.
국민당 정부의 강력한 경제적 관리가 이 모든 것을 가능하게 만들었습니다.

Budget 2017: Delivers for New Zealanders
Since Finance Minister Steven Joyce delivered Budget 2017 late last month, I’ve spoken with a lot of New Zealanders about what the Budget means for them and their families.
They’ve told me that this Budget, and in particular the changes it makes to family incomes, will make a real difference to their everyday lives. Our conversations reminded me about exactly why I came into politics – and why this National-led Government has worked so hard to strengthen and grow our economy in the face of some difficult circumstances.
The whole point of a stable economy is to deliver more prosperity and greater security for New Zealanders. This is what Budget 2017 does.
It does this in a number of ways. It improves public services, invests at record levels in the infrastructure we need for a growing economy, and shares the benefits of growth by lifting family incomes. It does all this while reducing debt to ensure we are a resilient country.
This Budget invests in the core services New Zealanders rely on, such as health. Budget 2017 injects an extra $3.9 billion into health over four years, taking the total health investment to a record $16.8 billion. This additional funding will deliver a range of new initiatives, as well as meeting cost pressures of a growing population.
It includes an additional $60 million for Pharmac to provide more access to new medicines, and $52 million extra for emergency ambulance services.
Our aged care workers will get a pay increase of between 15 and 50 per cent, with many receiving at least an extra $100 a week. And 670,000 New Zealanders aged 60 to 74 will be eligible for our national bowel screening programme once it’s fully rolled out.
Another critical area of investment is education. Budget 2017 delivers the largest injection of new funding into education since we took office in 2008, with an additional $1.1 billion of new operating funding over the next four years. This additional funding brings our investment in education to record levels – helping more children throughout New Zealand get the best possible start to their lives.
These are just a few highlights from Budget 2017. As you know we have also made significant investments in other core public services, such as increasing Police staff numbers by 1125 across New Zealand, including 880 new sworn officers.
National’s strong economic management has made all of this possible.
We have a clear plan to keep this country on track, including further investment to support growth, all the while significantly reducing our debt.
By maintaining our focus, we will be able to deliver a more prosperous country for all New Zealanders.
