The loopiest aspect of the Group of Eight conclave in Evian this week was the notion that global leaders were confronting the challenges of the 21st century in the absence of the nation that may well dominate the century. That's right: China

이번주 에비앙 G8 회의에서 가장 비정상적인 면은 세계 지도자들이 금세기를 지배할지도 모르는 나라를 빼놓고 21세기의 도전에 맞서려고 했다는 것이다. 그렇다. 중국 말이다.

 

Even if China's gross domestic product is measured using its official, undervalued exchange rate, its economy is far bigger than those of G-8 members like Canada or Italy - and almost three times the size of Russia's. If one values China's economy using another approach, purchasing power parity, then it is already easily the biggest economy outside the United States.

평가절하되어 있는 공식 환율로 중국의 국내 총생산을 계산하더라도, 그 경제 규모는 캐나다 이탈리아 등 다른 G8 회원국보다 훨씬 크고 러시아의 3배 규모다. 만약 중국의 경제를 구매력 비교 평가라는 다른 방법으로 계측한다면, 중국은 거뜬히 미국 다음의 경제대국이 된다.

 

As it happens, France invited China's new leader, Hu Jintao, to Evian, where he may have the highest IQ in town (he's an engineer with close to a photographic memory. along with a third-rate conscience). But Hu may be the second most impor-tant man in the world, and he deserves a place in a Group of Nice.

때마침 프랑스는 중국의 새 지도자 후진타오를 에비앙으로 초대했다. 아마 그는 거기서 가장 아이큐가 높은 사람일 것이다(그는 사진기 같은 기억력과 3등급 양심을 가진 엔지니어다). 하지만 후는 아마도 세계에서 두 번째로 중요한 사람이며 G9의 일원이 될 자격이 있다.

 

On short- and long-term issues that the G-8 grapples with- from dealing with North korea to preventing global warming- the two key players in the world are China and the United States. And it' s ridiculous to include Russia in the G-8 but not China.

G8이 해결하려고 노력하는 장단기 이슈를 다룸에-북한 다루기부터 지구 온난화를 막는 데까지-세계에서 가장 중요한 두 플레이어는 중국과 미국이다. 그러니 G8에 러시아를 포함하고 중국을 제외하는 것은 말이 안 된다.

 

Several objections can be raised to expanding the G-8 to include China:

It' s a summit meeting for industrialized nations, and China isn't one. It's true that China has more peasants than any coun-try in the world, but it also has more industrialists. Hey, it's China.

중국을 포함하게끔 G8을 확장하는 데는 몇 가지 이의가 제기될 수 있다. G8은 산업화환 국가들의 정상회담인데 중국은 산업화하지 않았다는 것이다. 중국이 세계 다른 어떤 나라보다 농부가 많은 것도 사실이다. 그러나 산업인력도 다른 나라보다 훨씬 더 많다. 그게 바로 중국인 것 이다.

 

China exports more manufactured goods than Canada, Italy or Russia; it is starting a space program to put a man on the moon; its biotechnology is superb (thank goodness it wasn't during the Cultural Revolution, or we would have a billion Mao clones). And while the industrialization of China is still in its early stages, the world needs to wrestle with what that means: If the Chinese come to use as much energy per capita as Americans do, that will amount to more then the total amount of energy now produced worldwide.

중국은 캐나다, 이탈리아, 러시아보다 더 많은 제품을 수출하고 달에 사람을 보내는 우주 프로그램도 시작했으며 생명공학 기술도 우수하다 (문화대혁명 도중 이러지 않았기 망정이지, 그랬다면 마오 쩌둥을 복제한 인간이 10억명은 됐을 것이다). 그리고 중국의 산업화는 아직 초기단계에 있지만, 세계는 그 의미와 씨름해야 한다. 만약 중국인의 1인당 에너지 소모량이 미국인의 그것과 같아진다면 그 양은 전 세계에서 생산되는 에너지의 총량보다 더 많은 것이다.

 

China isn't a democracy but a thuggish Communist dictator-ship. Yup. I was on Tiananmen Square when troops opened fire in 1989, and all that blood will never be washed from my memory. But today Chian is not Communist but fascist, in the sense of a nationalistic one-party dictatorship controlling a free enterprise economy. In any case, the key question is not whether some of China's rulers are thugs but whether they are thugs we can work with. And they are.

중국은 민주주의가 아니고 불량한 공산주의자 독재정권이다. 맞다. 나는 1989년에 톈안먼 관장에서 군대가 발포할 떄 현장에 있었다. 그 엄청 난 피는 내 기억에서 결코 사라지지 않을 것 이다. 그러나 오늘날 민족주의적 단일정당 독재정권이 자유기업 경제를 운열한다는 의미에서 보면 중국은 공산주의 국가가 아니라 파시스트 국가다. 어찌 됐든. 핵심 질문은 '중국의 몇몇 지도자가 불량배인가' 가 아니라 '그들이 우리와 같이 일할 수 있는 불량배인가' 이다. 그들은 같이 일할 수 있는 불량배다.

 

China is an irresponsible power that can't be a team player. it's true that China's mishandling of severe acute respiratory syndrome, for example, allowed the disease to spread world-wide. And it has often cheated on agreements and imprisoned dissidents. But China has steadily become more responsible over the years on issues ranging from trade to terror, and in the last few months it has shown real leadership on resolving the North Korean crisis.

중국은 협동작전을 할 수 없는 무책임한 강국이다. 에를 들면 사스를 제대로 처리하지 못하고 세계에 널리 퍼뜨렸다. 또 몇 번 협정을 어졌고, 반체제 인사들을 수감했다. 하지만 중국은 무역에서 테러에 이르는 문제까지 수 년간에 걸쳐 점점 책임지려는 자세를 보여주고 있다. 그리고 지난 몇 달간에 북한 위기를 해소하는 데 실질적인 지도력을 보여주었다.

 

President George W. Bush has managed relations with China very well, mostly because Pentagon hawks who had been try-ing to turn Beijing into The Enemy were distracted by the Sept. 11 attacks. There are real risks that the United States and China will become enemies - there could be clashes over Taiwan, the Senkaku lslands, the South China Sea-they will be less-ened if America gives China opportunities for global leadership.

조지 W 부시 대통령은 중국과의 관계를 아주 잘 관리했다. 그 이유는 베이징을 적으로 돌리려던 국방부의 매파들이 9월11일 테러에 정신이 팔렸기 때문이다. 미국과 중국이 적이 될 수도 있는 현실적 위험이 있다.

- 대만, 센카쿠 열도, 남중국해 분쟁이 일어날 수도 있다 - 그러나 만약 미국이 중국에 세계적 지도력을 발휘할 기회를 주면 그러한 위험은 줄어들 것이다

 

Some experts predict that SARS will be to China what Chernobyl was to the Soviet Union - the crack that eventual-ly brings the entire facade tumbling down. I doubt it. Chinese reformers have long urged (behind closed Politburo doors) a freer press,but the party remains instinctively repressive.

몇몇 전문가는 중국에서 사스가 구 소련의 체르노빌 사고와 같은 의미를 지니게 될 것이라고 예상한다-결국 모든 것을 무너뜨리는 균열이 될 것이라는 뜻이다. 나는 그렇게 생각하지 않는다. 중국 개혁자들은 오랫동안 (폐쇠된 공산당 정치국의 문 뒤에서) 더 자유로운 언론을 요구해왔다. 하지만 당은 본질적으로 계속 독재적이다.

 

China last week sentenced Xu Wei, a journalist, to prison for 10 years just for talking about politics with his friends; he said he had been beaten as well. And Seok Jae Hyun, a South Korean photographer (who regularly takes pictures for The New York Times), was sentenced to two years in prison for photographing North Koreans escaping through China.

지난주 중국은 신문기자 쉬웨이가 친구들과 정치 이야기를 했다는 이유로 10년 형을 선고했다. 그는 구타를 당했다고 말한다. 그리고(뉴욕타임스에 정기적으로 사진을 제공하는) 한국 사진기자 석재현이 중국을 통해 도망치는 북한인들을 촬영한 죄로 2년형을 선고받았다.

 

Hu Jintao is no Gorbachev, He's more like a Franco, a Pinochet, a Park, And, Knock wood, the China he rules will follow Spain,Chile and South Korea in fostering the edu-cater middle class that will lead it to democracy.

후진타오는 고르바초프가 아니다. 그는 오히려 프랑코, 피노체트, 박정희에 더 가깝다. 그렇게 되기를 바라지만 그가 이끄는 중국은 스페인, 칠레 그리고 남한의 선례처럼 중국을 민주화로 이끌 교육받은 중산층을 길러낼 것이다.

 

Meanwhile China is too important to leave out in the cold, As world leaders struggle over SARS, AIDS, Iran and North Korea, they need China within their ranks, as a member of the Group of Nine 

그러는 동안 고립상태로 방치해 두기에는 중국은 너무 중요한 국가다. 세계지도자들은 사스, 에이즈, 이란, 북한과 싸우기 위해서라도 중국을 그들과 같은 지위, G9의 회원국으로 받아들일 필요가 있다.
