노인분들과 몸이 불편한 사람들, 그리고 그 외에 취약한 사람들을 돌보는 것은 중요한 일입니다. 자신의 건강과 웰빙을 위해 노련하고, 배려가 깊으며, 헌신하는 요양사에 의지하는 뉴질랜드 국민들이 많습니다.
지난주, 보건부 장관 Jonathan Coleman과 저는 복지사 및 요양사들의 중요한 역할을 지원하고, 이 직종의 임금평등 합의를 위해 역사적인 $2 billion을 투자할 것이라고 발표했습니다.
임금 인상은 복지사인 Kristine Bartlett를 대신하여 E tū(과거 서비스 및 식품 산업 노동 조합)가 제기한 TerraNova 임금평등 요구를 따른 것입니다.
이번 협상은 대략 11만 명의 뉴질랜드 국민들을 위해 헌신적이고, 열심을 다해 일하는 사람들에게 상당한 임금 인상을 가져다 줄 것입니다.
향후 5년 간, 이번 합의로 인해 노인 및 장애인 요양 시설, 그리고 가정 및 사회 지원 서비스를 위해 일하는 5만 5천 명의 복지사들과 요양사들의 임금이 15%에서 50%까지 인상될 것입니다.
대부분이 여성으로 이루어진 이 직종의 약 2만 명의 근로자들이 최저임금에 머물러 있습니다. 이번 합의로 인해 7월 1일부터 이들의 임금이 적어도 시간당 $19로 인상될 것입니다－이것은 ２１％의임금 인상입니다．
이 말은 풀타임 근로자는 매주 추가적으로 $100을 더 받는다는 뜻이며, 매년 추가적으로 $5000 이상의 임금입니다. 이것은 많은 가정들에게 실질적인 변화를 가져다 줄것입니다.
또한 임금인상은 복지사 및 요양사들의 높은 이직율을 감소시킬 것이며, 그들에게 의존하는 사람들은 안심할 수 있을 것입니다.
이번의 중대한 발표가 가능할 수 있었던 것은 우리의 경제가 훌륭한 상태이기 때문입니다. 국민당 정부는 국가 재정을 흑자로 돌이키도록 최선을 다했으며, 이로 인해 정부는 뉴질랜드의 가정들을 더 많이 지원할 수 있는 강한 위치에 있습니다.
취약 계층을 돕는 사람들을 지원하는 것 뿐만이 아니라, 정부는 우리의 아이들이 필요한 보건 서비스를 받을 수 있도록 초점을 맞추고 있습니다.
지난주에 저희가 발표한 새로운 자료에 의하면, 만13세 미만 어린이들을 위한 무료 가정의 방문으로 인해 더 많은 가정들이 아이들에게 필요한 지원을 받고 있습니다.
최근 발표된 보건부자료에 의하면 동일한 기간의 ２０１４년도와 비교했을때, ２０１６년도 ７월부터 １２월까지만１３세 미만 어린이들의 가정의방문 평균 숫자가 거의 １４％ 증가되었습니다．
보건부 보고에 의하면， 이 말은 대략 ７８만명의 만１３세미만 어린이들이 집에서 ６０분 거리 안에 있는 가정의를 진료시간 이외에 방문할 수 있다는 뜻입니다．
국민당 정부는 보건에 이전보다 더 많이 투자하고 있습니다． 저희는 모든 뉴질랜드 국민들이 혜택을 받을 수 있는 세계적 보건시스템을 갖출 수 있도록 옳은 결정을 하고，알맞은 프로그램에 투자하고 있습니다．
Recognising our hard-working care and support workers
Caring for the elderly, the sick or otherwise vulnerable is an important job and there are many New Zealanders who rely on skilled, considerate and dedicated carers for their health and wellbeing.
Last week, Health Minister Dr Jonathan Coleman and I had the opportunity to recognise the vital role care and support workers play by announcing an historic $2 billion pay equity settlement for this workforce.
The wage boost follows the TerraNova pay equity claim brought by E tū (previously the Service and Food Workers Union) on behalf of care worker Kristine Bartlett.
The agreement will deliver a significant pay increase to dedicated and hard-working people who care for about 110,000 New Zealanders.
Over the next five years, the settlement will boost pay packets by between 15 and 50 per cent to 55,000 workers in aged and disability residential care, and home and community support services.
Around 20,000 of this mostly female workforce are currently on the minimum wage. The settlement means that on July 1 they will move to at least $19 an hour, a 21 per cent pay rise.
For a fulltime worker, this means they will be taking home about an extra $100 a week - more than $5000 a year. That will make a tangible difference to many families.
The pay increase will also help reduce the high turnover of our care and support workers which is reassuring for people who rely on them.
This significant announcement was possible because our economy is in excellent shape. The National-led Government has worked hard to get the books back in surplus, and this means we are in a strong position to help support more New Zealand families.
As well as supporting the people that look after our most vulnerable, we are committed to giving our children access to the healthcare they need.
Last week we released new data which shows more families are receiving the care they need for their children as a result of our free GP visits for under 13 year-olds.
The latest Ministry of Health data shows that the average number of visits for under 13s increased almost 14 per cent between July and December 2016, compared with the same period in 2014.
Based on DHB reported coverage, that means around 780,000 children under 13 have access to free after-hours general practice visits within 60 minutes travel time of their homes.
This National-led Government is investing more in health than ever before. We are funding the right programmes and making the right decisions to ensure we have a world-class health system that all New Zealanders can benefit from.
