뉴질랜드 국민들의 삶을 개선하는 더 나은 공공 서비스 제공은 국민당 정부의 우선 순위입니다.
저희가 2012년 도에 발표한 더 나은 공공 서비스 목표는 감소된 복지 의존성, 더 나은 교육 성과, 보건 개선, 그리고 감소된 중범죄 등과 같은 실질적이고 오랫동안 지속되는 결과를 제공했습니다.
이러한 각각의 결과들은 실질적이고 긍정적인 변화입니다- 그러나 저는 저희가 더 많은 것을 이룰 수 있다고 생각합니다. 그리고 우리의 성장하는 경제와 뚜렷한 경제 계획은 10년 전에는 우리가 이룰 수 없다고 생각했던 부분들에 있어서 드문 기회를 제공합니다.
저희는 취약계층을 위해서도 진정한 개선을 이룰 수 있으며, 실질적이고 지속적인 성공을 위한 뉴질랜드를 세울 수 있습니다.
지난주 저는 2012년 도에 세운 초기 목표의 성과를 기반으로 한, 공공 서비스에 대한 정부의 기대를 담은 10개의 새로운 목표들을 발표했습니다.
새로운 목표들은 초등학생들의 수학과 국어 능력 개선, 보건 부문에서 엄마와 아이들을 위한 더 나은 결과, 그리고 아동 폭행 및 학대 감소 등에 집중할 것입니다. 또한 복지에 의존하고 있는 국민들의 숫자를 감소시키며, 공공 지원 주택에 접근할 수 있는 시간을 단축시키는 것을 목표로 하고 있습니다.
저희는 국민들의 돈이 어떤 변화를 만들며, 국민들의 삶이 어떻게 변화되고 있는지를 볼 수 있도록, 매 6개월 마다 진행상황을 보고할 것입니다.
저는 또한 2017 예산안에 $321 million의 사회적 투자 패키지가 포함될 것이라고 발표했으며, 거기엔 취약계층 뉴질랜드 국민들을 지원하기 위한 14가지의 시책들이 포함되어 있습니다.
사회적 투자는 취약계층의 뉴질랜드 국민들이 더 나은 삶을 이끌어 갈 수 있도록 돕는 초기 개입에 관한 것이며- 우리의 가장 어려운 사회적 문제들을 해결하기 위한 것입니다.
이번 패키지의 주요 부문은 장기적인 어려움에 처한 취약계층의 어린이들을 지원하는 것입니다. $68.8 million의 일부는 행동 문제 및 소통 문제를 가진 어린이들, 혹은 어려운 가정 환경에 처한 어린이들을 지원하기 위해 사용될 것입니다.
이러한 어린이들을 위한 초기 개입은 그들이 장애물들을 이겨내고 성공적인 삶을 살 수 있도록 도울 것입니다.
그렇기 때문에 2017 예산안에는 사상 가장 엄격하게 적용된 투자 기준이 포함되어 있으며, 이것은 취약계층의 국민들과 납세자들에게 오래 지속되는 혜택들을 제공하는 증거 기반에 기초한 제안들에 투자가 이루어질 수 있도록 할 것입니다.
2017 예산안에서 저희는 정부 기관들에 목표들을 세웠습니다: 국민들을 위해 일한다는 것을 보여주면, 투자하겠습니다.
국민당 정부는 튼튼한 경제가 제공하는 기회들을 붙잡는 것에 초점을 맞추고 있으며, 거기엔 모든 시민들이 뉴질랜드의 성공을 누릴 수 있는 주된 사회적 현안을 해결하는 것이 포함되어 있습니다.
Delivering better public services that improve New Zealanders’ lives is one of the National-led Government’s top priorities.
The Better Public Services targets we introduced in 2012 have delivered tangible and long-lasting results such as reduced welfare dependency, better educational achievement, improved healthcare and less serious crime.
Each of these represents real and positive change - but I believe there is always more we can do. And our growing economy and clear economic plan give us a rare opportunity to achieve things we simply hadn’t thought possible ten years ago.
We can make genuine improvements to even the most challenged lives and we can set our country up for real and sustained success.
Last week I outlined a new set of 10 targets which establish the Government’s expectations for the public service, and build on the success of the initial targets set in 2012.
The new targets will focus on improving maths and literacy in primary schools, getting better health outcomes for new mums and their children, reducing child abuse and serious crime. They also aim to further reduce the number of people who depend on welfare and cut the time it takes people to access social housing.
Every six months we will publish a progress update, so you can see exactly how your money is making a difference, and how lives are changing.
I also announced that Budget 2017 will include a $321 million Social Investment Package, with 14 initiatives designed to support some of our most vulnerable New Zealanders.
Social investment is about tackling our most challenging social issues – intervening early to help the most at-risk New Zealanders lead better lives.
A key part of the package is for children most at risk of long-term disadvantage. Some $68.8 million will be used to support children with behavioural issues, communication problems or challenging family environments.
Investing early in these children will help them overcome barriers to leading successful lives.
This Government is committed to funding initiatives across the social system that really work. That is why Budget 2017 will include the most rigorous investment criteria ever used to ensure funding goes to evidence-based proposals that deliver long-run benefits for vulnerable people and for taxpayers.
In Budget 2017 we set a challenge to Government agencies – show us it will work and we will pay for it.
This National-led Government is determined to grasp the opportunities that a strong economy offers, including tacking some of our most pressing social issues, so everyone can share in New Zealand’s success.
