지난주 목요일, Steven Joyce 재정부 장관이 2017 예산안을 발표한 가운데, 거기엔 뉴질랜드의 미래를 위한 견고한 계획의 다음 단계가 담겨져 있습니다.
이번 예산안은 지난 8년 간 정부의 재정흑자를 위해 최선을 다한 뉴질랜드 국민들의 노력 위에 세워졌으며, 이로 인해 다른 국가들이 가지고 있는 않은 긍정적인 선택들을 할 수 있게 되었습니다.
2017 예산안의 중심 항목은 뉴질랜드 가정들이 강하고, 성장하는 경제의 혜택을 실질적으로 공유할 수 있는 $2 billion의 가족 소득 패키지 입니다.
이것은 정부가 이미 가정들을 위해 제공한 만13세 미만 무료 가정의 방문, 40년 만에 인상된 보조금, 그리고 보건과 교육에 기록적인 투자와 같은 지원의 연장선입니다.
가족 소득 패키지는 어린 가족들과 높은 주택 가격을 감당해야 되는 저소득자들을 지원하고, 130만 가정의 소득을 주당 평균 $26 씩 증가시킬 수 있도록 신중하게 만들어졌습니다. 이것은 오로지 국민당 정부의 책임감 있는 경제 계획이 뒷받침하는, 강하고 성장하는 경제를 가지고 있기에 가능합니다.
이 패키지로 인해 2만 가구가 심각한 주택 압박감의 기준에서 벗어나고, 중간 소득의 절반 이하를 벌어들이는 가정에서 사는 아이들의 숫자가 대략 5만 명 정도 줄어들 것입니다.
이 패키지는 열심을 다해 일하는 뉴질랜드 국민들이 앞으로 나아갈 수 있도록 지원하는 세가지의 핵심 요소들이 포함되어 있습니다- 과세 표준 조정과 가족수당 증가, 그리고 높은 주거비를 내야되는 저소득층을 위한 부가적인 지원입니다.
이 말은 이번 변화로 인해 최저임금 수준에서 풀타임으로 근무하는 사람이 주당 $11을 더 많이 벌고, $52,000 이상 버는 사람은 주당 $20을 추가적으로 벌게 된다는 뜻 입니다.
정부는 또한 만 16세 미만 아이를 둔 부모들을 위한 가족 수당을 각 아이 당 최저 $9에서 최대 $27까지 인상시켰으며, 이 변화로 인해 31만 가구들이 혜택을 받게 될 것입니다.
저희는 또한 높은 주거비를 내야되는 저소득층 국민들을 위한 지원을 늘릴 것입니다. 두 명 가구의 주거비 보조금은 주당 최저 $25에서 최대 $75까지 인상될 것이며, 가족이 더 많은 가구의 경우 주당 최대 $80까지 인상될 것입니다.
이 패키지로 인해 75만 명의 연금을 받는 노인분들과, 4만 1천 명의 학생들 또한 혜택을 받게 될 것입니다.
정부 재정은 열심을 다해 일하는 납세자들이 채운 재정이며, 저희는 그 흑자로 최대한 많은 변화를 제공할 수 있도록 노력할 것입니다.
2017 예산안은 뉴질랜드 국민들을 위한 것입니다- 이 이유야 말로 강하고 성장하는 경제를 가져야 되는 이유입니다. 가족 소득 패키지는 뉴질랜드 가정들이 자신을 위한 가장 좋은 경제적 결정을 할 수 있도록 지원하는 첫 단계입니다.
Budget 2017: Sharing the benefits of a growing economy
On Thursday last week finance Minister Steven Joyce presented Budget 2017, which sets out the next stage of our strong plan for New Zealand’s future.
It builds on the eight years of hard work by New Zealanders to get the Government’s books back in shape which has given us positive choices other countries simply don’t have.
The centrepiece of Budget 2017 is a $2 billion a year Family Incomes Package that will ensure Kiwi families directly share in the benefits of our strong and growing economy.
This builds on measures this Government has already delivered for families such as free GP visits for under 13s, the first real benefit increases in 40 years, and record investment in health and education.
Our Family Incomes Package is carefully designed to help low and middle income earners with young families and higher housing costs, and will raise the incomes of 1.3 million families by an average of $26 per week. This is possible only because we have a strong, growing economy, backed by the National-led Government’s sensible economic programme.
The package is also expected to lift 20,000 families above the threshold for severe housing stress, and reduce the number of children living in families receiving less than half the median income by around 50,000.
It includes three key elements to help hard working New Zealanders get ahead - adjusting income tax thresholds, increasing Working for Families, and providing additional support for people on low incomes with high accommodation costs.
The changes mean someone working full-time on the minimum wage will receive $11 a week more, while anyone earning over $52,000 will receive an extra $20 a week in their pocket.
We’re also increasing Working for Families by raising the Family Tax Credit payment for each child under 16 by between $9 and $27 a week, a change that will benefit 310,000 families.
And we’re boosting support for New Zealanders on low incomes who have high accommodation costs. The maximum accommodation supplement for a two-person household increases by between $25 and $75 a week, while the maximum for larger households increases by up to $80 a week.
Around 750,000 superannuitants and 41,000 students will also benefit from the package.
The money in the Government’s accounts has been earned by hard-working taxpayers, and we want to ensure we make the biggest difference we can with those surpluses.
Budget 2017 is about delivering for all New Zealanders - this is the whole point of having a strong and growing economy. This Family Incomes Package is the first step in allowing Kiwi families to spend more of their own money, so they can make the decisions that are best for them.
