총리로서 제가 누릴 수 있는 가장 큰 보상 중 하나는 우리의 보건 서비스가 뉴질랜드 국민들의 삶에 어떠한 변화를 가져다 주며, 때로는 그들을 구하기 위해 어떠한 지원을 하는지 직접 보는 것입니다. 

 현 정부가 이루어낸 변화 중 하나는 암 사망의 두 번 째 원인인 대장암을 발견하는 것입니다. 매년 대략 3천 명의 뉴질랜드 국민들이 대장암 진단을 받고 있고 그 가운데,1천200명 이상이 대장암으로 사망하고 있습니다. 

 저희는 국가적 대장암 검진 프로그램에 대략 $78 million을 투자했으며, 앞으로 3년 간 뉴질랜드 전역에 프로그램이 단계적으로 실시될 것입니다. 

 이 프로그램은 최대 700건의 조기 대장암을 진단할 수 있도록 지원합니다. 이것은 치료를 더 쉽게 만들고, 더 성공적인 결과로 이어집니다. 이 프로그램이 뉴질랜드 전역에 전면적으로 시행된 후에는 만 60세에서 만74세의 70만 명 이상의 국민들이 2년 마다 검진을 받게 될 것입니다. 

 저희는 또한 어린이들이 삶의 건강한 시작을 할 수 있도록 노력하고 있습니다. 어린이들이 초등학교에 입학하기 전 이루어지는 무료 건강검진 ‘B4 School Checks’를 통해서는 무료 청각, 시각, 키, 몸무게, 그리고 구강 검사를 받을 수 있습니다. 

 또한 저희는 어린이들이 필요한 때에 일반의 방문을 할 수 있길 바라며, 그 결과 현재 78만 명의 만13세 어린이들이 무료 일반의 방문과 무료 처방전을 받을 수 있습니다. 

 저희의 예방접종 방침 또한 더 많은 뉴질랜드 어린이들이 예방접종을 받을 수 있도록 지원하고 있는 가운데, 현재 만 8개월 유아들의 예방접종률이 93%이며, 류마티스성 열 발병률은 37% 감소했습니다. 

 이것은 뉴질랜드 국민들에게 필요한 보다 빠르고 편리하며, 더 나은 보건 서비스를 지속적으로 제공하기 위한 국민당 정부의 여러 투자들 중 일부입니다. 

 저희는 2017 예산안을 통해 향후 4년 간 추가적인 $3.9 billion을 보건에 투자하기로 결정했으며, 이로 인해 전체 보건 투자가 $16.8 billion을 기록했습니다: 이것을 통해 보여지듯이 보다 나은 보건 서비스를 제공하는 것은 국민당 정부의 우선적인 투자 항목이라는 것을 거듭 말씀드립니다.  

 이번 투자에는 Pharmac의 새로운 약물 접근을 위한 추가적인 $60 million이 포함되어 있고, 구급차 서비스를 위한 추가적인 $52 million이 포함되어 있습니다. 

 추가적인 펀딩으로 인해 2008년 도 이후 6천 900명 이상의 더 많은 의사들과 간호사들이 병원에 배치되었으며, 저희가 정부로 들어설 때와 비교했을 때 한 해에 5만 번 이상의 더 많은 수술이 진행되고 있습니다- 이것은 40%의 증가율입니다.  

 국민당 정부는 보건 부문에 전념하고 있습니다. 저희는 모든 뉴질랜드 국민들이 자랑스러워 할 수 있는 세계 정상급의 보건 서비스를 세우기 위한 저희의 계획을 실천해 나가기 위해 최선을 다하고 있습니다. 

Ensuring Kiwis get the health services they need

One of the most rewarding aspects of my job as Prime Minister is getting to see first-hand how our healthcare system is making a difference in Kiwi’s lives, and in some cases, helping to save them.

One example where this Government is making a difference is in detecting bowel cancer - the second most common cause of cancer death. Every year around 3,000 New Zealanders are diagnosed with bowel cancer, and more than 1,200 die from it. 

We have invested almost $78 million into a free National Bowel Screening Programme that will be progressively rolled-out across New Zealand over the next three years. 

This programme will help to detect up to 700 bowel cancers each year at an early stage – making treatment easier and the outcomes more successful.

Once this programme is fully implemented across New Zealand, more than 700,000 people aged between 60 and 74 will be invited to take part in the programme every two years.

We are also committed to helping children get the healthiest start in life. 

Our B4 School Checks initiative includes free hearing, eyesight, height, weight and oral health assessments for children before they start primary school. 

We also want all children to access GP services when they require them and so more than 780,000 children under the age of 13 are now eligible for free GP visits as well as free prescriptions. 

Our immunisation policies have helped ensure more Kiwi kids are immunised, and now immunisation coverage for eight-month-olds is 93 per cent, and rheumatic fever cases have decreased by 37 per cent.

These are among many investments the National-led Government has made to ensure we are continuing to deliver better, faster, more convenient health services that Kiwis need.

Budget 2017 invested an extra $3.9 billion into health over four years, taking the total health investment to a record $16.8 billion: reiterating that delivering better health services remains this Government’s number one funding priority.

This includes an additional $60 million for Pharmac to provide more access to new medicines, and $52 million extra for emergency ambulance services. 

This extra funding has seen over 6,900 more doctors and nurses in our hospitals since 2008, and has resulted in over 50,000 more surgeries are being performed a year than when we came into government - a 40 per cent increase.

The National-led Government is committed to health, and we are working hard to deliver on our plan to create a world-class health system that all New Zealanders can be proud of.
