좋은 교육이 더 나은 미래를 가져오는 통로라는 것은 많은 사람들이 공감할 것입니다.

그러나 때때로 어려운 환경에 속해 있는 아이들은 이른 시기에 교육을 받을 수 없는 경우가 있습니다. 국민당 정부는 이러한 부분들을 알고 있기에, 교육적으로 취약한 학생들을 위한 투자에 중점을 두고 있으며, 그 아이들이 필요한 교육으로 인하여, 학교와 가정, 그리고 직장에서 성공할 수 있도록 지원하고 있습니다.

이 부문에서 기존에 있던 학교 등급 제도를 집중화된 투자 제도로 바꾸는 것이 저희의 주요 방안 중 하나이며, 이러한 변화는 취약계층에 있는 학생들에게 보다 나은 지원을 제공하게 될 것입니다.

기존에 있는 학교 등급 제도는 학생들의 기질이 아닌, 학교의 주변 환경들을 기준 삼아 지원금을 배정하고 있었습니다. 이러한 제도 아래 학생들의 학업성적 향상이 더디다는 것이 증명되었습니다.

지난달 Nikki Kaye 교육부 장관이 새롭게 발표한 위험 지수는 학생들의 상황을 기반으로 지원금을 배정하게 됩니다. 위험 지수는 필요한 곳에 추가 자원이 지원되고, 학교들의 성취율을 높히는 것에 더 나은 활약을 할 것입니다.

새로운 교육 지원 제도는 필요한 곳에 정기적으로 투자가 집중될 수 있도록 만든, 조정이 가능한 제도입니다.

새로운 제도가 적용되기 전 각 학교는 이번 변화가 그들에게 어떠한 영향을 미칠지에 대해 배우게 될 것입니다. 중요한 점은, 이번 변화로 인해 기존에 있던 학교나 유아 교육 서비스의 지원금이 삭감되지 않는다는 것입니다. 오히려 이전보다 더 많은 지원금을 받는 학교들도 있을것으로 예상됩니다.

투자 제도에서 매우 중요한 것은, 학생들의 개인 정보 보호입니다. 이번에 발표된 새로운 위험 지수는 추가적인 지원금을 발생시키는 특정 아이들을 식별할 수 없도록 설계되었습니다.  

개인보호 만큼 중요한 것은, 이번 제도로 인해 등급이 낮은 학교들과 그 학교를 다니는 학생들을 향한 잘못된 선입견이 사라지는 것입니다. 등급 제도는 교육의 질을 평가하는 척도가 되었지만, 대부분의 경우 학교 교육의 질을 제대로 반영하지 않습니다.  

국민당 정부의 계획 아래, 모든 자녀들은 보다 잘 갖춰진 환경에서 배움을 시작하며, 더 높은 학력으로 졸업을 한 후 추가적인 학업이나 취직을 위해 준비될 것입니다.

저희는 이 계획이 실질적으로 이루어질 수 있도록 투자하고 있습니다. 2017 예산안에는 교육에 대한 새롭고 가장 큰 투자가 이루어졌으며, 여기엔 향후 4년 간 운영 자금으로 투자 될 $1.1 billion이 포함되어 있습니다.

이러한 추가적인 투자로 인해 교육 시스템에 대한 2017/18년 도 투자 금액이 $11.6 billion으로 합산되었습니다. 이 기록적인 금액은, 각 자녀의 미래와 성공을 위한 투자입니다.  

Giving every young New Zealander the opportunity to succeed

As many New Zealanders know, a good education is the path to a better future.

Sometimes though, there are things beyond a child’s control that make it hard for them to get onto that path as early as they need to. That is why this National-led Government is so focused on investing in students who are at greatest risk of not achieving – and getting them on the right path early enough to ensure success at school, home and in their chosen careers.

Replace the school decile system with a targeted funding system to better support those students most at risk of not achieving is one very important way we are doing this.

The current decile system has proven to be a blunt instrument for improving outcomes for students. It allocates resources based on the characteristics of the school’s neighbourhood, not the characteristics of the children attending the school.

The new Risk Index, which Education Minister Nikki Kaye announced last month, will allocate resources to schools based on the circumstances of the students in that school. It’ll do a better job of directing extra resources to where they are most needed, and it’ll better support schools to lift achievement. 

This new system enables adjustments, so that funding can be targeted on an ongoing basis to where the need is greatest.

Individual schools will learn how much the changes will affect them closer to the implementation of this new system. But it’s worth noting that no school or early learning service will have their funding reduced as a direct result of this change. In fact, we expect some will gain significantly more funding.

With any funding system, it’s very important that children and young people’s privacy is protected at all times. This new Risk Index has been designed to ensure it’s not possible to identify which children generate the additional funding.

Just as important, the system will end the unfair stigmatisation of lower decile schools and the students who attend those schools. The decile rating has become a proxy for quality, and in almost all cases it isn’t a good indication of the quality of the school.

Under the National-led Government’s plans, all children are starting school better equipped to learn and are leaving school better qualified and ready for higher education or the workforce.

And we are investing to make sure this happens. Budget 2017 delivered the largest injection of new money into education, with an additional $1.1 billion of new operating funding over the next four years.

This increase brings total funding for our education system in 2017/18 to $11.6 billion – a record investment in every child’s future, and success.
