지난주 저는 5월 15일부터 시행되는 국민당 정부의 여섯 번 째 예산에 대한 개요를 국민께 설명드렸습니다.

이번 예산은 중기에 걸쳐 지속적으로 경제 성장을 유지하는 데 초점을 맞추고 있습니다. 이는 경제가 몇 년간 반짝 호황을 누리다 금세 사그라지는 것을 방지하기 위해서입니다.

GDP와 국제수지 등 경제를 거론하는 궁극적 목적은 그것이 국민의 일자리와 임금, 그리고 가족을 부양하고 일상 생활에서 직면하는 생활 비용과 직접적인 관련이 있기 때문입니다.

최근까지 이룩한 성과를 꾸준히 유지하는 것은 매우 중요한 이슈입니다. 따라서 이번 예산에는 선심성 정책은 포함되지 않았습니다.

예산 2014에는 10억 달러의 지출 허용치를 고수할 것이며, 이 지출은 가정과 어린이를 위한 교육과 건강 등에 주로 사용될 것입니다. 이는 국민께 약속한 2014/15 회계연도에 흑자재정 전환이 정상적으로 진행되고 있다는 것을 의미합니다.

다른 소식으로는, 최근 자료에 따르면 지난 4년 동안 범죄가 20% 감소했습니다. 이것은 경찰이 도보순찰을 강화하고, 스마트폰 등 첨단기기 사용이 늘었기 때문입니다.

경찰이 예방을 최우선으로 하는 것은 범죄를 미연에 방지한다는 점에서 매우 시의적절하다고 생각합니다.

2013년 범죄 발생은 전년도보다 4.1% 감소했습니다. 2012년보다 1만5,602건이 준 것입니다. 이는 2009년에 비해서는 9만994건이 감소한 수치입니다. 이번 통계 자료는 정부가 뉴질랜드를 아이들을 키우기에 더 안전한 곳으로 만들고 있다는 것을 의미합니다.

하지만 이 결과물이 우연히 얻어진 것은 아닙니다. 국민당 정부는 범죄에 강력하게 대처하고 경찰관 수를 늘렸습니다. 특히 피해자의 권리에 초점을 맞춘 사법 제도를 만들었습니다.

형량과 가석방, 범죄 이익 환수 등 다수의 새로운 법을 통과시켰습니다. 저희의 목표는 뚜렷합니다. 범죄를 줄여 사회를 더욱 안전한 곳으로 만드는 것입니다.

국민당은 더 안전한 뉴질랜드를 건설하고 있습니다. 이는 국민당 집권 2기의 네 가지 주요 과제 가운데 하나인 공공서비스를 개선하겠다는 계획의 주요 부분입니다.

Last week I delivered a speech which outlined what the National-led Government’s sixth budget will look like when it’s delivered on 15 of May.

Our clear focus is on sustaining economic growth over the medium term, so the economy doesn’t just burn brightly for a couple of years and run out of oxygen.

When we talk about the economy – about things like GDP and the balance of payments – we’re ultimately talking about people’s jobs, their wages, and the costs they face in going about their daily lives and raising their families.

It’s hugely important to continue the progress we’ve recently been making and that’s why there will be nololly scramble in this year’s Budget.

In Budget 2014 we will be sticking to our new spending allowance of $1 billion – focussed on mainly health and education, on families and children. This also means we remain on track to surplus in 2014/15, as promised.

In other news, the latest crime stats showed a 20 per cent drop in crime over the past four years. This is great news and is a result of increased foot patrols, and our Police having more time out in their neighbourhoods because of access to smart phones and tablets. The Police focus on Prevention First is also helping put our Police in the right places, at the right times, to prevent offending before it happens.

Offences dropped by 4.1 per cent in 2013, with 15,602 fewer recorded crimes compared to the year before, and 90,994 fewer offences in 2013 compared to 2009 – this means we are making New Zealander a safer place to raise our children, and that’s important to me.

These results haven’t happened by chance. We’re staying tough on criminals, keeping record numbers of police on the beat, and ensuring the justice system focuses on the rights of victims. We’ve passed new laws covering sentencing, parole, gangs, and proceeds of crime. Our key objective is simple: to continue to reduce crime and the number of people entering the criminal justice pipeline – keeping our communities safer.

National is building a safer New Zealand.  It’s an important part of our plan to deliver better public services – one of our four priorities in this term of government.
