 의대 졸업생인 데린 제인과 파트너인 마케팅 매니저 플래처 로스가 $649,000 인 파파쿠라의 방 4개짜리 키위빌드 주택을 구입하자, 키위빌드 제도에 대한 그들의 (자격)적합성을 놓고 (세간의) 분노를 불러일으키고 있다.
 소셜 미디어 이용자들은 아이도 없는 데다 직업을 가진 커플이 방 4개짜리 키위빌더 주택을 구입하게 한 정부를 비난했다.
 한 트위트 이용자는 “분명히 키위빌드 제도의 의도는 저소득 국민의 주택구입을 돕자는 것이었지, (고소득자인) 의사와 마케팅 매니저를 돕자는 게 아니었다.”는 댓글을 달았다.
 다른 이용자는 “아이도 없는 마케팅 매니저와 의사 졸업생 파트너가 방 4개짜리 주택을 구입해? 키위빌드 사업은 가족을 많이 거느린 키위들에게 별 도움이 안 되게 (잘못) 운용하고 있다”는 댓글을 달았다. 
 또 다른 이용자는 “6개월 안에 그들의 연 소득이 18만 불 이하로 떨어지지는 않을 것이다. 나는 애초에 키위빌드 사업이 이런 목적은 아니었다고 생각한다.”라는 댓글을 달았다.  


Derryn Jayne, a graduate doctor, and partner Fletcher Ross, a marketer, have drawn outrage about their suitability for the KiwiBuild scheme.
Social media users have criticised the Government for allowing one couple to buy a four-bedroom house with no children, and with their occupations.

"Surely the intention of Kiwibuild is to help low-income Kiwis into housing, not doctors and marketing managers." posted one Twitter user.
"A marketing manager and a newly minted doctor with no kids get a 4brm house? That KiwiBuild thing is really working for less well-off Kiwis with families," posted another. 
"In six months' time they won't be under that $180,000 cap. This wasn't who I thought KiwiBuild was going to be for," also posted another.

키위빌드 제도는 자신의 주택을 가지고자 하는 가족을 위한 것이다. 키위빌드 주택 (신청) 자격을 갖추려면 뉴질랜드인 구매자는 독신자가 연 소득 $120,000을 넘지 말아야 하고, 커플은 (합산) 연 소득 $180,000 미만이어야 한다. 구매자는 첫 주택구매자이거나 그와 같은 재정 형편이어야 하고, 적어도 3년간 보유할 작정이어야 한다. 

KiwiBuild is for families who would have expected to own their own home
To qualify for a KiwiBuild home, New Zealand buyers must have income of no more than $120,000 as one person, or no more than a$180,000 for a couple.
Buyers are also required to be first-time purchasers of a house or be in the same financial situation as first-home buyers and must intend to own the home for at least 3 years.

What is a “KiwiBuild Scheme”?
KiwiBuild is the programe by Labour government to deliver 100,000 homes for first home buyers over the next decade, with 50% of them in Auckland.


국유 주택이란? 
저-중소득자에게 비용이 저렴한 임대주택을 제공하는 뉴질랜드의 공공주택 제도. 하우징 뉴질랜드 공사가 6만9천 채의 국가 소유 주택을 관리하고 있다. 

What is “State Housing”?
State housing is a system of public housing in New Zealand, offering low-cost rental housing to residents on low to moderate incomes. Some 69,000 state houses are managed by Housing New Zealand Corporation, most of which are owned by the Crown.

사회 주택이란?
사회 주택은 극빈층이나 주택비용을 내기 어려운 사람들에게 낮은 임대료를 부과하는 렌트주택. 보통, 시청이나 주택조합 같은 비영리단체가 사회 주택을 제공한다. 사회 주택은 등록된 사업자가 소유하고 운영한다. 주택조합은 독립적이고 순익을 기존 주택 유지보수와 신규주택 융자금에 보태는 비영리단체다. 

What is “social housing”?
Social housing is let at low rents on a secure basis to those who are most in need or struggling with their housing costs. Normally councils and not-for-profit organisations (such as housing associations) are the ones to provide social housing.
Social housing is owned and managed by registered providers. Housing associations are independent, not-for-profit organisations that can use any profit they make to maintain existing homes and help finance new ones.

필 트위포드 주택부 장관은 “현재 우리 정부는 저소득자의 내 집 마련의 꿈을 실현할 수 있도록 돕기 위해 ‘공유재산제도(shared asset scheme)’ 시행을 검토 중에 있다”면서 “저소득자를 돕기 위해 향후 4년에 걸쳐 6,400채 이상의 국유주택을 짓고, 여러 해 동안 무시당해 온 주택위기로 생겨난 무주택문제를 풀기 위해 비상주택 숫자를 이미 2,500채로 늘렸다”고 밝혔다. 

Housing Minister Phil Twyford said, "Our Government is working on a shared equity scheme so those on lower incomes will be able to realise the dream of home ownership".
"And to help those on lower incomes we're building 6,400 more state houses over the next four years and have already grown the number of emergency housing places to 2500 to address the homelessness caused by the housing crisis being ignored for years."

공유재산 제도는 경찰관, 간호사, 교사 등 소위 “잃어버린 중산층”을 목표로 삼고 있다. 최근에 로비 그룹 ‘커뮤니티 하우징 아오테아로아’는 오클랜드 9만 가정을 포함, 20만 키위 가정이 키위빌드 주택을 마련하고자 애쓰는 것으로 추산했다. 이 중에는 교사, 간호사, 경찰관, 관리자, 커피 바리스타, 청소부 가족이 포함돼 있다.  

It targets the so-called "missing middle" - the police, nurses, and teachers who do not qualify for social housing but can't afford Kiwibuild homes.
Lobby group Community Housing Aotearoa recently estimated as many as 200,000 Kiwi families - including 90,000 in Auckland - would struggle to afford a KiwiBuild home. These included the families of teachers, nurses, police officers, administrators, baristas and cleaners.

공유재산제도란?
중심지의 주택가격이 감당할 수 없을 만큼 오름에 따라, 지방정부나 주택신탁, 심지어 플래처스 같은 공기업이 주택에 대한 시장가격(예, 60만 달러)과 그 주택에 대한 첫 주택 구매자의 상환능력(예, 40만 달러)과의 차이를 해결해주는 제도. 

집주인과 분할재산제도 사업자가 주택지분을 구매일로부터 특정 비율로 나누어 가진다. 예를 들면, 구입가격에 대한 각자의 기여도에 따라 집주인은 주택지분의 60%, 사업자는 40%를 소유한다. 집주인과 그 가족은 부동산 공유계약서(PSA) 규정에 따라 점유권을 가진다. 

What is a “shared equity scheme”?
With the increasing unaffordability of housing in our main centres, many local authorities, Housing Trusts, and even public companies like Fletchers are looking at shared equity schemes as a way of bridging the gap between the market value (say $600,000) and what first time buyers can afford to pay for that same property (say only $400,00

The home owner and scheme provider each own a specified percentage share of the property from the date of purchase. For example, the home owner owns a 60% share of the property while the scheme provider owns a 40% share of the property based on each parties' contribution to the purchase price. The home owner and their family then have the right to occupy the property subject to the terms of the Property Sharing Agreement.
